Fellsmere is represented by its staff and the Florida Association of Special District's (FASD) that FWCD has been a menber of since 1986 for Legislative issues during sessions in Tallahassee.

Florida Association of Special District's is the collective voice of Special Purpose Government with membership of over 100 Special Districts and associates. Its mission is to unify and strenghten special purpose government through education, the exchange of ideas and active involvement in the legislative process. Florida Association of Special Districts General Counsel Terry E. Lewis of Lewis, Longman and Walker, P.A. and his firm are the chief lobbiest for FASD and FWCD.

During the 2012-2013 legislative session Fellsmere Water Control District along with the local delegation lead by Local Representative Debbie Mayfield and approval by Indian River County and the City of Fellsmere, filed legislation to convert Fellsmere Water Control District to a Fellsmere Community Improvement District.  This legislation passed through both houses unanimously with no NA votes, but was VETOED by Governor Rick Scott on July 3, 2013. The District considered re-filing  this legislation during the 2013-2014 session but after testing the waters decided against chancing another VETO from the Governor.(click on link below)
